democracy. The Senate is back in session at 3 p.m. Eastern today, and by the end of the week, we'll know how broken the upper chamber actually is.

Before senators left town last week, there was some tantalizing progress on potential bipartisan legislation across three big issues.

On infrastructure, all eyes will be on the White House today as we await its response

to the latest bipartisan proposal to land on Biden's desk.

Police reform talks have been stuck in neutral for weeks.

We'll be watching Senator Tim Scott to see if there's a deal to be had on qualified immunity,

but the main event of this week will be voting rights.

Tomorrow afternoon, Senator Chuck Schumer will bring voting rights legislation to the floor.

It doesn't have the 60 votes necessary to overcome a filibuster.

It doesn't even have the 50 votes necessary to pass the Senate either.

But as usual, Senator Joe Manchin will be in the middle of all the drama.

He offered a compromise proposal last week that even received an endorsement from Stacey Abrams.

Support from Abrams meant that many Republicans immediately shot it down.

Manchin believes that democracy requires bipartisanship, and he's crafted an identity as a master dealmaker.

Some colleagues roll their eyes at that, and to be fair, his results so far are pretty minimal.

So here's the question. Can he cobble together a bipartisan coalition on this issue?
