Summary

Joshua Heal was the Animal Control Officer in Stoughton for years before leaving to become a Abington Police Officer in 2020. It's in Stoughton where he met Sandra Birchmore. Information surrounding Joshua Heal's involvement with Sandra was redacted in much of the Internal Affairs Report but after talking to dozens of sources, Kirk was able to fill in the blanks and uncover new information about another officer who took advantage of Sandra.
