that it's already in effect in a few states, and it's catching on, because more and more people are buying zero-emission vehicles.

They're not buying gas.

We begin with the scam that goes on in Sacramento ever since the voters passed

what is called the on-time Budget Act.

Basically, this is during the days of heads on a stick and tax revolts.

There was a lot of, and there were more Republicans in Sacramento, there was a lot of stalemates

covering deficits. So the voters eventually

said, you cannot get paid until you pass a budget. Well, no, they got around that easy.

They passed a budget. They did by June 15th. But of course, really nothing in it. It's kind of
