Like in L.A. County, they do not put you in jail if you've committed a misdemeanor,

and you've been convicted because the jail time is six months. So six months or less in L.A. County, you're free. That was the practical. And secondly, it took away of prosecutors

and judges' ability when they had someone arrested for drug possession. They used to be able to say,

hey, we're going to charge you with a felony unless you go for drug treatment. And then we'll make it a misdemeanor.
