No, that's what it does cover. It says right here. Cover 100 million Americans on Thursday. Biden opposed a stringent new vaccine rules on federal workers, large employers and health care staff in sweeping attempts to contain the latest surge of COVID-19.

The new requirement could apply to as many as a hundred million Americans. So basically this is saying. If you want to work for the government, if you want to work for the federal agency, if you guys are a contractor, some port that is working for the government, you have to be vaccinated to be able to work for them.
