Jimmy Carter's the governor of Georgia in 1970, and he's actually coming at the end of his term.

And although he knows in his head that he'd like to seek the office of the presidency,

most people nationally do not.

That's why I want to talk about an occasion that wasn't significant at all in its time, but became significant later when you look at the history of 1970s politics.

And that's the Georgia Law Day speech. And it's at the University of Georgia in Athens. Actually, it became somewhat significant because Robert Kennedy spoke there.

And in 1974, when they have Law Day, Jimmy Carter is the governor.

And Ted Kennedy is there.
