In January of 2019, officers began to surveil Jerry Westram with the goal of obtaining a DNA sample.

He worked in Waite Park, Minnesota, a suburb of St. Cloud.

They searched his Facebook page to see where he'd like to hang out.

Because his page was publicly viewable, they learned that his daughter, Kay, played ice hockey for the College of St. Scholastica.

So, on January 4, 2019, played ice hockey for the College of St. Scholastica.

So on January 4th, 2019, the investigators became hockey fans.

They intended a St. Scholastica hockey game in Duluth, where Jerry was cheering on his

daughter's team.

The surveillance team immediately recognized him based on views of his driver's license

photograph, booking photographs, and his online social

media. Unfortunately, at this game, they didn't observe him throwing anything out which they could

collect and analyze for DNA. So on January 5th, Sergeant Caracostas attended another college hockey game

at the University of St. Thomas. Westram was there, and again, he didn't throw anything out which they could collect.

They decided on a different tactic.

They learned from social media that Westrum worked for a crop revenue management company in the Waite Park location.

Special Agent Bokers went to the Marketplace Mall to check out where Jerry worked and saw that the

company's offices had glass windows inside the mall. Bokers loitered outside and could see through

the walls that one of the desks had a visible name tag that said Jerry Westram. On January 15th,

Sergeant Caracostus and Special Agent Bokers sat in the parking lot at the Marketplace Mall in

unmarked cars. They arrived at 9 a.m. and waited. At approximately 1230, a white Ford F-150,

bearing a license plate consistent with Jerry Westrums parked in the lot. Jerry got out and walked into
