They provide services any other unit of government could.

And they're really just a leftover from a time when people had horse-drawn carriages

and had to, you know, walk to the nearest government unit.

And nowadays, you know, they're way too small to provide, you know, just look at fire departments.

I mean, you've got to spend so much money on equipment alone.
