I'm Paul Henley. First up today,

the US Secretary of State Marco Rubio says Cuba has accepted an offer of $100 million in aid.

It remains, though, to be seen if Washington will agree to whatever terms Havana sets down to receive that aid.

Tensions have risen after the U.S., yesterday,

indicted Cuba's former president, Raul Castro, on murder charges. Mr. Rubio, who's long been a

vociferous critic of the communist government, has warned Havana against using the aid money

itself, and he claimed the U.S US was hoping to avoid the use of force.

In the last few hours in Miami, Mr. Rubio's been talking about Cuba as a failed state,

and our correspondent Tom Bateman was among those there asking questions.

How do you intend to get Raul Castro to the United States?

Well, that was a grand jury in South Florida returned an indictment of Raul Castro. It's nothing to do with us. It's a grand jury. The evidence is clear. He admits to it. Raoul Castro openly admits and brags about, he shot down, uh, uh, civilian, gave the order to suit down civilian airplanes. And how would you get him here?

Well, I'm not going to talk about how we're going to get him here.

If we were trying to get him here, why would I say to the media what our plans are about that? I know you have to ask, but why would I answer that? The bottom line, there's a lot. At that point, he becomes a fugitive of American justice. and, well, you know, if there's an announcement,

I'll tell you afterwards, not before.

The president's preference is always a negotiated agreement that's peaceful. That's always our

preference, that remains our preference with Cuba. I'm just being honest with you, you know,

the likelihood of that happening, given who we're dealing with, right now, is not high. But if they have a change of heart, you know, we're here. And in the meantime, we'll keep doing what we need to do. It sounds a lot like nation building. The administration doesn't believe in using force for nation building. It's not nation building. It's, we are addressing something that's directly related to the
