Just as the Obama

administration's homeowner rescue plan finally gets into gear, home foreclosures are on the rise.

Banks that got billions in taxpayer bailouts are ending their moratoriums on foreclosures, and a lot of

people can't make payments, even on modified loans. Did the banks renege on an unspoken agreement?

What's the likely impact of a raft of new foreclosures?

Why aren't banks selling homes already foreclosed on?

Also today is the insurance giant AIG spending taxpayer money for PR to clean up its image.
