with the Democrats on one side,

plus four Republicans,

not exactly an ocean of deserters from the Republican Party, but four Republicans.

Ben, since you're a guest, and this is, I think, in your wheelhouse, a little too late, a dollar short, and a day late, as they say.

And was there an opportunity for them to do something earlier on? And does it

actually have the force of law? It doesn't have the force of law because, of course, the force of law

requires both houses of Congress to pass something. Right, but the Senate has passed something.

Yes, but it's different, and the president hasn't signed it, nor will he, of course.
