So the only way forward through that is to take those who are choosing to opt out and to come together.

And much like during the Civil War in the US, where people escaped to Canada and some people did indeed escape to Mexico using this decentralized network of safe houses and safe spaces that has become known as the Underground Railroad, that idea is going to be necessary.

And it indeed

has been necessary throughout history as people have tried to escape tyranny.
