Any cop will tell you: criminals, by and large, aren't generally the brightest. There are exceptions, of course, but you usually don't hear about them because they don't incriminate themselves in a quest for insurance money (for example). It's also possible that maybe Minnesota doesn't produce the most savvy criminals because they're always preoccupied about having to go shovel snow when they get home. It's a constant distraction.
