0:00.0	The broken windows policy, the crime that I think was during Rudy Giuliani's time in the early 90s is mayor, where what happened was is that what they found, what was like really the big root of the cause is like, you're looking for character, right?
0:19.0	Character's destiny.
0:20.7	So what they found was when people were,

0:25.8	would jump over the turnstiles in the subways and to avoid paying their fare
0:31.8	for the toll,
0:32.5	you know,
0:32.8	the subway toll.
0:34.4	That was a character flaw.
0:36.9	And so when they would stop those people, turned out a lot of them had guns or were in a gang or had drugs or whatever.
0:45.4	And just at the time, the police just like, ah, because if a cop arrested somebody and then took him to the station and dealt a paperwork that it's like that was
0:55.5	like five six hours of the day gone with one criminal and so they were just like they just kind of let
1:04.4	it go because it wasn't worth their time and so what they found is like when you have a neighborhood and there's like
1:13.7	a hundred, say it's a hundred houses in the community or whatever. And you've got, you got one
1:19.3	street that's got maybe 20, 30 houses. And there's like three of them that are abandoned. Maybe one
1:24.2	them had been on fire. The grass is three feet tall.
1:29.3	The windows are broken and any on the others.
1:32.7	There's roof leaks.
1:33.9	There's, you know, people throwing tires and shit in the front yard and mattresses.
1:38.2	The rest of the neighborhood goes downhill because other people who drive through and they think,
1:42.4	oh, nobody gives a shit.
1:43.4	And so they start breaking out windows and other homes. Maybe it's a home that the family moved out and it's vacant. It looks nice. But if we're saying, now the windows are broken out because they weren't living there because they saw the shitty houses. And so what they notice is like when the subway would get to the other end, any of the cars that had graffiti on it, because it stops different places where people
