| 0:20.0 | When people think about health care and delivery and the programs that they make use of in order to receive health care services and products, I think people don't appreciate that they interact with one another. |

| 1:02.4 | Researchers for a long time have been very worried about the impact that Medicare |
| 1:06.2 | has on health care delivery because this hasn't penetrated the public consciousness yet, |
| 1:11.0 | but researchers have been documenting for decades that Medicare has a negative impact on the quality of care. |
| 1:18.0 | And a couple of examples are in 1995, the Intermountain Healthcare System implemented some |
| 1:26.5 | new treatment guidelines that reduced pneumonia severity and even mortality from pneumonia. |
| 1:32.4 | And since the guidelines |
| 1:34.0 | however also reduce the number |
| 1:37.0 | and the complexity of admissions for pneumonia, |
| 1:40.0 | Medicare, because of the way it pays for these things actually paid Intermountain less |
| 1:45.0 | when it saved those lives than it would have if Intermountain had allowed more patients to die. |
