New York City is going to pay up to two million dollars per person for people who took a teacher's licensing exam in the city and failed in some cases failed numerous times.

But they are minorities and the city has decided that because too many minorities failed this teacher's exam.

It must be racist and therefore tax dollars should be given to people who could not qualify based on a standard exam of competency and things like addition subtraction fractions reading.
