If you've won the war, why do you need more money to fight a war that you've already won? If you have won the war, he says, we've won the war, but we don't need your help in fighting the war.

But if you don't send your help in fighting the war.

But if you don't send us help, meaning to our allies for the war, where we don't need your help,

then we will be hurt.

You see, it doesn't make sense.
