Within Control Center on the iPhone you can have the flashlight icon available.

Tapping on the icon turns the flashlight on and off, but if you tap and

hold, you get presented with an icon that lets you choose between four levels of brightness, whichever

level you choose is remembered for subsequent flashlight activations.
