The storm is on the move with states of emergency and mandatory evacuations in effect

in parts of the outer banks in North Carolina.

Victor, what's the latest? What are you seeing?

Everyone here is under a mandatory evacuation order.

We really expect these waves to start picking up today.

And that is a major concern for a number of reasons.

First, you can see these homes behind me.

They are completely exposed.

And officials tell me they are very vulnerable. This surf, once it starts coming up this way, it could start damaging or completely destroying the protective dunes,

and eventually the roads will become impassable.
