London's Heathrow Airport said it would reopen after a fire at a nearby electrical substation,

caused it to close for most of Friday. He Thro, one of the

world's busiest airports, said it hoped to run a, quote, full operation on Saturday. Counter-terrorism

police, who are leading the investigation into the blaze, said there was no indication of foul play.

The Upper House of Germany's Parliament approved the creation of a 500 billion euro or

$542 billion fund for infrastructure and the loosening of their quote debt break,

the country's legal limit on government borrowing,

to allow for greater defence spending.

The centre-right Christian Democrats, led by Friedrich Metz,

the probable next chancellor,

passed the bill with the support of the centre-left social democrats and the Greens.
