They're still a log jam at the Capitol, but it's gotten a little bit looser.

What they were trying to do is break it off like a kick-cat bar, where you take off just a little portion of it and say, we're just going to fund this section of that bill.

And it's been a week since the third assassination attempt on President Trump and our own Jared Halper and witnessed the chaos unfold at the White House Correspondents' dinner.

You do not actually get screened, say, for weapons or kind of a TSA-style screening until you

are on that level where the physical dinner itself is happening.

The House actually got some things done this week.

The partial homeland security shutdown is over.

Republicans agree to work on a separate Senate plan to fund immigration

and border security sidestepping Democrats. A foreign spy program was not allowed to expire,

although that can's just been kicked down the road a bit. Everything was stuck until it wasn't.

Well, I have to say that Wednesday was one of the more bizarre days I've ever seen,

specifically in the House of Representatives. Fox News, Chief Congressional correspondent,

Chad Perkram. There were kind of three things tied together. There was this question about a

resolution, a framework to deal with funding for part of the Department of Homeland Security.

This is something that would deal with just ICE and Border Patrol, something the Senate had

approved. But if they're going to pass that later on, they had to approve this framework. Lurking in the back was this bill that the Senate passed twice, which would fund everything else at DHS. And it was all tied up in the farm bill and also reauthorization of FISA Section 702. That's the controversial and national security experts will tell

you very effective spy program that we have. So everything was kind of tied together, partly because

they had to put it together in what they call the rule. In order to debate a bill on the House floor,

you have to prove the rule first. Well, the issue was they put the framework for the DHS funding,

specifically for ICE and CBP, plus the farm bill and FISA altogether. And you had people who were
