price tag, fewer programs, and a lot less enthusiasm from progressive Democrats.

The new $1.75 trillion proposal is much skinnier than its $3.5 trillion predecessor because

of the concessions the White House has made to win over a single moderate Democratic

Senator Joe Manchin of West Virginia.
