0:22.6	New York City prosecutors reportedly plan to charge 24-year-old Daniel Penny, who put subway
0:27.8	performer Jordan Neely into a fatal chokehold over a week ago, with second-degree manslaughter.
0:33.6	Immediately after the incident on May 1st, Penny was questioned by authorities and then

0:39.9	The New York City medical examiner has since ruled Neely's death homicide, and the Manhattan
0:44.6	DA says that Penny will be arrested and arraigned in criminal court today.

1:21.6	significantly increase gun access for a population that is responsible for a disproportionate
1:26.4	number of fatal shootings, with 18 to 20-year-olds committing gun homicides at a rate 3 times
1:31.7	that of adults 21 or older.
