0:13.1	We often repeat the truth that elections have consequences, but even more fundamentally,

0:19.8	The form of government has consequences.
0:22.5	And as you're thinking about this recognize that a government is a representation of a
0:26.4	worldview, some worldview produces that government.
0:30.9	Keep that in mind when we consider what's going on right now in China or what at least we
0:34.7	know of what's going on in China, what we think is going on in China.
0:38.7	That itself points to the perplexity.
0:41.0	We actually don't know what is going on in China because China under the rule of the
0:45.5	Chinese Communist Party is a dictatorship of the party.
0:49.3	It is an autocracy, one leader and that one leader as the chairman of the Communist Party
0:54.5	Xi Jinping has just received an unprecedented third term.
0:58.6	They are rewriting autocracy as they go along.
1:02.5	But as we're thinking about China right now, the big headlines has to do not with the economy
1:07.0	and not with defense and military issues, those are important enough, but rather with
1:11.5	COVID-19.
1:12.5	Now, let's just remind ourselves that even as America and the rest of the world considers
1:17.2	ourselves to be in a certain place as we think about the pandemic COVID-19, we recognize
1:23.2	that China began in a different place.
