C-steading is the idea that we can create some new piece of real estate, either floating on the ocean or attached to the bottom of the ocean in the case of sealand, or in some cases, just a pile of rocks in the the ocean that somehow we can create a new place

to exist that is not within the jurisdiction of any existing government and that it can

therefore be self-governing.
