The last week alone brought two major eruptions in our backyard in Cuba and Haiti, both calling on

the administration to weigh the risks and benefits of everything from military intervention to a

hands-off policy. And as usual, it looks as if the US will cautiously tack to some middle ground.

Biden's obvious ambition clearly on display in June's G7 meeting to return the United States to

its position of pre-eminence among world democracies has given rise to a massive government-wide

effort to supply the COVID vaccine to countries around the world who lag far behind the benchmarks

of the developed democracies, so far behind that the administration may be risking a humbling failure.

And as always, Russia, or perhaps it's more accurate to say Russian President Vladimir Putin,

lurks on the sidelines looking for opportunities to increase his profile with mischief
