Hi, from CNN, I'm Josh and Shana with the five things you need to know for Thursday, September 25th.

At the end of this week, Americans could be facing a government shutdown.

Democrats are holding out on a series of demands to keep the government funded into November,

most notably an extension of the enhanced federal subsidies for Affordable Care Act coverage

that are set to end this year.

So how has the White House responded?

Well, it looks like by threatening mass firings.

CNN has seen a directive outlined in an Office of Management and Budget memo, which tells

agencies to identify programs whose funds will lapse if Congress fails to meet the September 30th funding deadline.

And they also have no alternative source of funding.

Those programs could then be targeted for sweeping layoffs, with the memo adding,
