Deutsche Banks US unit failed to receive approval from the Federal Reserve to move forward

with its capital plan.

The remaining 34 banks tested by the Fed were approved.

But Goldman Sachs and Morgan Stanley will be required to maintain their payouts

to levels from recent years, and we've seen that with the

announcements coming after the closed today a so-called conditional non-objection

to their capital plans. This result was actually somewhat of a surprise
