now announces a new phase, a possible retreat from Ukraine's capital city of Kyiv where its advances have stalled.

President Biden spent three days in Europe rallying NATO, visiting troops and refugees,

all while taking aim at Vladimir Putin.

For God's sake, this man cannot remain power.

The White House said President Biden was not announcing a new effort to remove Putin, but if that was muddled,

the President was clear about one thing.
