Summary

Paul Rogers joins PTO again to talk about his recent article in Open Democracy: Who would benefit from Russia going to war with Ukraine? We chatted about the Russian military build up on Ukraine's borders and whether this portends an imminent invasion. We also talked about the arms industry and how the nexus between arms companies, states, and research institutions encourages policy makers to see military solutions to all security problems. Finally, we discussed Labour leader Keir Starmer's recent article in The Guardian in which he lauded NATO and condemned the Stop the War Coalition. Going back to that point about the Russian economy and what that means for the military,

0:05.3

I mean, clearly if we were talking about a country with the military capability of Spain or Italy,

0:10.4

we wouldn't have a crisis of these proportions because Russia clearly is able to punch above its economic weight in some sense.

0:17.0

Is that to your mind primarily a legacy of the Soviet Union?

0:20.3

The fact, of course, that the Russian

0:22.3

military was able to inherit the nuclear weapons, but also the very advanced aviation industry

0:27.7

as well? Or do you think there's perhaps more to it than that? I think there's more to it than that,

0:32.0

because, I mean, if you look at the situation in the Russian armed forces 12, 15 years ago,

0:37.2

they were still dire. I mean, the Russian

0:39.1

armed forces, outside of some of the key nuclear forces, really went into a headline decline

0:46.2

in the 1990s. And even when they were involved in invading Georgia, what was it, 2008. They were finding that, you know, to fly the

0:56.2

planes, the serviceable planes they had effectively, the ordinary pilots didn't have enough

1:00.9

experience. They were using the test pilots and the instructors. They were the only ones with

1:05.5

enough flight hours to be competent. There was a lot more to that, and that even persists

1:10.2

at this time.

1:12.3

Putin has spent the last 10 years, particularly when oil prices were high, investing very

1:16.8

heavily in the military.

1:18.2

And with that, there's been a very strong investment in the arms trade.

1:22.0

Then US 400 anti-aircraft missile, which is a very effective weapon.

1:27.3

They've really been trying to sell that around the world, and they've been trying to sell

1:30.8

some of the new sequoies around, basically to help pay for that part of the military

1:35.8

industrial complex.
