| 1:13.3 | successful signing of a political declaration, the Pact of Amsterdam, laying out the objectives |
| 1:18.3 | and key principles of the urban agenda. But how did we get there? Well, it's been a very long |
| 1:23.0 | process. According to the treaties, urban policy is not a competence of the EU, so urban questions |
| 1:29.3 | have always been discussed informally between ministers. |
| 1:32.3 | But gradually, ministers began to agree on a set of common objectives and values for urban areas |
| 1:37.3 | and how to reach them, and so the spark took hold. |
| 1:40.3 | In 2013, the Committee of the Regions called for the Commission to put forward a proposal for an integrated urban agenda to ensure the closer and earlier involvement of cities in the policy cycle. |
| 1:52.0 | In July 2014, the European Commission launched a public consultation, which revealed broad support among city stakeholders for an urban agenda for the EU. |
