David Cameron may not have got much of a new settlement for Britain,

but that's the nature of the European Union.

If you don't change the treaty, you change nothing. But he has certainly transformed Europe's

political landscape. EU leaders and elites are trembling that the referendum

genie is out of the bottle and at least one more country is expected to follow his example of demands for reform followed by a plebiscite on membership within the next two years.
