Eric Hanushek of Stanford University's Hoover Institution talks with EconTalk host Russ Roberts about the strange evolution of school finance in the last four decades. In particular, the courts have played an important role in recent years in mandating expenditure increases for public school systems. 0:48.8	Our topic today is education, and Rick's one of the world's authorities on education
0:54.0	and many different aspects of it, but the aspect I want to talk about today is school
0:58.3	finance, which sounds kind of dry, but Rick and I have been, you and I have been talking
1:03.5	about it, it's rather remarkable some of the changes that have been going on in American
1:07.6	last quarter century in the area of school finance, particularly the role of the courts.
1:14.0	And as a non-specialist in the economics of education, my presumption was that most
1:21.6	schools get their money from property taxes and that school expenditures at a particular
1:28.2	school district are going to be a function of partially, mostly a function of its property
1:33.0	tax base.
1:34.0	So, wealthier school districts spend more, poorer school districts are going to spend less,
1:40.0	and that's going to create some inequities.
