I think you'll look at the shooter's manifesto sent to family members shortly before he attempted to commit the shooting.

Apparently, a family member did reach out to the cops shortly thereafter, which is a good sign.

It was moot because he'd already been captured by the U.S. Secret Service, but, you know, at least someone recognized it and did something about it.
