We do need Congress in my opinion to close the door on unfettered bulk collection of data.

The house got us close and we should all hope that the Senate can get us the rest of the

way so that the public here and around the world can have the fundamental trust it deserves

in the technology it uses every day.

That is a first step.

I think another step that we need to focus more on is the role and nature and proceedings

of the FISA court.

I think it's important to step back and remind ourselves of what an unusual court this is

when you compare it to the tradition of American jurisprudence.
