So, why did the Competitive Enterprise Institute issue this study, Rules for Robots,

a framework for governance of AI?

Well, I would say a couple of reasons. I mean, ever since ChatGPT came out this new chatbot

that OpenAI put out late last year, there's just been a lot of discussion in Washington, D.C.

about regulation of artificial intelligence. It's a cutting-edge new technology. It's

getting a lot of attention, and there's a lot of people who want to regulate it. So, I think the

question of what does a sound regulatory environment or system look like for AI was important.

The other thing is just that a lot of the debates about AI, to me, haven't been grounded in

evidence, and there's a lot of very hyperbolic claims coming from journalists or from internet

bloggers about how this new technology is going to lead to all sorts of terrible consequences,

all the way up to the end of the world or the end of humanity, and there are grandiose proposals
