Summary

What did the authors of the Tenth Amendment intend it to do? We should just ask Samuel Adams who explained its meaning in February 1788. These are the most important documents on the Constitution because the men who ratified the document told us how it SHOULD be interpreted, not how some judge would late interpret the document.
