So where we left off, Joe Francis has created a

multi-million dollar empire, girls gone wild, and he is traveling all over the country now to

various party locales like spring break locations, Mardi Gras, et cetera. And although he has had

some minor trouble throughout his career, it's nothing compared to what he's about to deal with when he decided to set up shop in Panama City, Florida in 2003.

Now, as I mentioned last episode, Panama City, Florida is a small conservative town of just 36,000 people.

It is in the panhandle of Florida. And it's what, it's sort of in the heart of the Bible Belt. It is Bible Belt. They call it the Redneck Riviera as well. Despite its conservative, conservative leanings, it is a top spring break destination. So naturally it's one that Girls Gone Wild is planning on visiting, especially during

the 2003 spring break because Girls Gone Wild has a planned live pay-per-view event during

spring break that year with Vince McMahon and the WWE, the world wrestling entertainment.

So he announces in numerous TV appearances that the event would be

broadcast live from Panama City, Florida, South Padre Island, Texas, and Cancun. When Panama City Beach

mayor Lee Sullivan publicly announces that he will shut down the Girls Gone Wild event calling

Francis a scum-sucking

trash. Francis proclaims that it's his First Amendment right to film Girls Gone Wild in Panama City,

and he said he's going to do it anyway. So the beef is on. Now, Lee Sullivan and Joe Francis

actually participate in a big TV debate on Fox News channels, the Greta Van Susteren Show.

During this debate, it is alleged that Girls Gone Wild is an organized crime ring, engaging in racketeering with Francis at its head.

The mayor tells Joe Francis that if he steps foot in his town, he would be arrested.
