By 7.30 a.m., the rain had turned Lisbon Avenue into a maze of puddles and slick asphalt.

Two women walked along the sidewalk, wearing rain jackets and sharing a black and white umbrella.

As they approached the intersection of 30th

street in Midtown, movement in a vacant lot caught their attention. Behind an abandoned building,

among piles of trash and scattered debris, sat something that didn't belong. A pristine dark blue 2020 Honda Civic.

They watched as a tall white male in a gray hooded sweatshirt stepped out of the driver's

side door. Without hesitation, he reached into his pocket, pulled out a lighter, and casually

tossed it in the car.
