So they are confident that they've moved enough of the votes in their direction.

They don't need to move all of them. But they've got some good signs.

The rule for this kind of vote before the vote passed with every Republican who is present today voting for it.

That's usually a good sign. The same amount of Republican absences as Democratic absences, which means Republicans can afford to let three or four of their members who still want to vote no go for a walk and have this bill passed.
