When we left off last time, the Windward Fleet was gathering and menacing the English

colony on Jamaica.

Governor Thomas Modi Ford reinstated the policy of issuing letters of marked privateers.

He empowered his top military advisor, Henry Morgan, to issue letters of mark in his name, and that made Morgan the official

Admiral of the Jamaica station. That carried a little bit of weight back in

England, but only a little. However, terms of actual tangible real world power,

Admiral of the Jamaica station was a paltry title.
