Brief summary of what happened.  On Halloween, a man named Sayfullo Saipov drove a rented Home Depot truck through a mile long bike lane, killing eight people and injuring a dozen more. After crashing into a special needs school bus he emerged from the truck shouting "Allahu Akbar!" and carrying a pellet gun and paintball gun.
