Our country doesn't have a theory of the case about what kinds of human rights abuses an ally would perpetrate before they stop being our ally.

There's just not a well-articulated theory there.

To say, oh, we're going to do something, but actually we're not really, it's just a campaign trail thing.

If there is an even more egregious or widespread human rights abuse that comes up, why would Saudi Arabia believe

our word that we're going to retaliate?
