A debate over the Article 5 Convention.

Article 5 of the U.S. Constitution lays out two different ways that the Constitution can be amended.

One way involves the initiative of Congress, that Congress sends out an amendment to the states.

But another way, which has not yet been used,

involves the states on their own initiative gathering together in convention to adopt amendments.

And this has been a subject of debate, often not direct to one person will write an article,

and a year later somebody writes an article.

It's very rare to see two people on opposing sides of this question facing off in a debate.

Because on the one side, you have people who say, we need the convention because there are structural problems in the U.S. government.

The Constitution needs to be changed, either because previous amendments have deformed it, like the 17th Amendment or whatever.

It simply is not working, so we need to change it.

And Congress is not going to take the initiative to change something, given that Congress is the problem.
