And a ringing endorsement, Graham, as somebody who knows what they're talking about. Well, I'm slightly scared of that because there's a lot I don't know about what's going on,

because I think we still have lots of gaps and unanswered questions about what the

devolution white paper means and what some of the implications of it are.

But as I teach local government for students and I'm going to be giving a lecture in a few weeks time,

I felt I ought to gin up really clearly on this to find out what exactly the government proposing.

I'll try to get my head around it.
