| 1:14.6 | And that was a major thing that he campaigned for, saying, we'll save lots of money if we go to this, |
| 1:19.7 | you know, cut out the middleman, basically. |
| 1:22.0 | Then President Obama then candidate Obama also said |
| 1:26.0 | we'll take a lot of this savings and will increase Pell Grants in fact |
| 1:29.7 | we'll set the rate of increase of Pell Grants at the rate of inflation plus one point every year. |
| 1:36.0 | And he wanted to make it all mandatory spending. |
| 1:38.0 | So this bill does more or less that. |
