The In November 1989, a 22-year-old single mother disappeared without a word, leaving her parents

and young son distraught. Billingham is an industrial town in County Durham.

Close to Middlesbrough, the town was formerly a small village,

but demand for chemical manufacturing during the First World War led to the quaint area

becoming the site of one of the largest

synthetic ammonia plants in the UK. The ICI chemical works produce nitrates for the production

of explosives. The population in the village doubled in the decade between 1921 and 1932

and has steadily increased since, with over 50,000 people calling Billingham home today.

After the war, the plant continued to produce other materials needed,

like plastics, aviation

fuel and fertilizer. It was also the place where the skull of a young woman, Tina Bell, was

discovered in 1990, almost a year after she had vanished from Billingham.

That year the North East had almost double the number of murders as the previous year.

One of those people murdered would prompt a change in centuries-old legislation.
