invasion. And the numbers were were huge back during the great wave. and now they seemed to be huge again.

Who determines why, when all these people are coming legally to the U.S.?

So first of all, we generally have numbers that are established by the Congress. And generally you have a certain number of visas that are issued, let's say temporary work visas.

We've all heard about the H-1B high-tech visas, other visas for moderate technology, moderately skilled workers, and even unskilled farm workers.

A number of visas are issued. But especially

in the high-tech fields, it's limited because we're in fact, we never even used to have the

high-tech temporary work of visas. This came out, to my recollection, in the 90s. The idea that
