Senate can't do it so out of the House of Representative they submit a joint

resolution of Congress arguing that well two houses better than one

although it doesn't need the constitutional requirement and so they circumvent

the Constitution they adopt a treaty claimed that Hawaii is now theirs, and then they convert Hawaii into the territory.
