1:40.3	And we said that if we have a difficulty, if there is some sort of an emergency,
1:46.2	that there is a contingency fund of between $5 and $6 billion in order for us to take care of
1:52.0	the food stamp program. And now they have just, they refuse to acknowledge it. They just put it
1:58.3	aside and say, no, we don't want to do that and let the money go.
